The gap between ambition and delivery is visible in the most concrete infrastructure decision of the week. The U.S. Department of the Interior has formalized mandatory water cuts for Arizona, California, and Nevada — a collective reduction of 1.25 million acre-feet per year from the Colorado River 11. This is not a climate policy in the usual sense; it is an admission that the hydrological baseline on which millions of people built their lives has shifted permanently. The policy is reactive, not transformative. It manages scarcity rather than eliminating its cause.
