Morena lawmakers in Mexico's Chamber of Deputies have proposed creating a special commission to prevent foreign financing and digital interference in electoral processes. The initiative, led by Deputy Sergio Gutiérrez Luna and party spokesperson Arturo Ávila, aims to identify who funds bot networks, where they operate, and how they spread disinformation .
The commission would investigate coordinated digital operations that could artificially influence public debate and electoral outcomes. It would have the power to summon authorities, specialists, digital platforms, civil organizations, and universities to analyze online activities and the origin of resources . The proposal also includes creating a diagnostic report on digital political propaganda and a risk map of automated operations .
Morena's parliamentary coordinator, Ricardo Monreal, expressed reservations, warning that the commission must avoid any form of censorship or increased polarization. He stressed that the proposal should not become a mechanism to surveil digital conversations or restrict freedom of expression .
Separately, Deputy Gabriela Jiménez urged establishing clear rules on the use of artificial intelligence in the 2027 electoral campaigns. She called for mandatory labeling of AI-generated or modified content in ads, videos, and images, and for collaboration with the INE to define guidelines . President Claudia Sheinbaum has also stated that the INE and the Electoral Tribunal should set the limits for propaganda on social media, not the Executive .
