A Dominican judge has scheduled the preliminary hearing for September 7 in the so-called 'Caso Lobo', which involves a network of military officers, civilians, and a businessman accused of defrauding the state through manipulated security contracts. The hearing will take place before the Seventh Investigative Court of the National District.
Prosecutors allege the group rigged bidding processes and paid bribes to secure and maintain security service contracts at public institutions including the National Institute for Comprehensive Early Childhood Care (Inaipi), the National Health Insurance (Senasa), and state power distributors Edenorte, Edeeste, and Edesur. The total defrauded amount is reported as over RD$100 million by one outlet, while another specifies RD$108,080,359.92 in identified bribes.
Among those charged are retired Major General Carlos Ambrosio Robles Díaz; colonels Andrés Pacheco Valera, Luis Ernesto Vicioso Bocio, Francisco Guarín Fernández, and Elías Caamaño Pérez; Air Force Colonel Yorbyn Eduardo Eufracio Aybar; Army First Lieutenant Wellington Peralta Santos; National Police Colonel Ramón Quezada Ortiz; businessman Quilvio Bienvenido Rodríguez González; and civilian Bolívar Nicolás Fernández Espinal. Legal entities including Servicios Senase and El Niño Prodigio EIRL are also implicated.
The investigation, led by the Specialized Prosecutor's Office for Administrative Corruption (Pepca), originated from a complaint by the Directorate General of Ethics and Government Integrity. The scheme allegedly operated during two periods: 2012–2020 and 2020–2025.
