Pacto Histórico proposes shadow cabinet to monitor incoming government

The Pacto Histórico has proposed creating a "shadow cabinet" to monitor the ministries of President-elect Abelardo de la Espriella, who takes office on August 7, 2026. The initiative, announced by Senator-elect Carolina Corcho, aims to strengthen political control from the opposition through specialized teams for each ministry. However, the proposal has no formal institutional effects under Colombian law, as there is no legal provision for an alternative cabinet.

What is the shadow cabinet?

The shadow cabinet would assign a person responsible for each ministry to track decisions and gather information for legislative debates. Corcho explained that this strategy has been used by opposition parties in other countries, allowing them to conduct accurate debates. Initially, only the Pacto Histórico will form the cabinet, but discussions are underway to possibly include the Alianza por la Vida, a coalition that supported Iván Cepeda's presidential campaign. Labor Minister Antonio Sanguino expressed support, suggesting the shadow cabinet should be broadened to include all sectors backing Cepeda.

In Colombia, opposition activities are regulated by Law 1909 of 2018, which does not create an alternative cabinet. Thus, the proposal remains a political tool without formal government power. The concept is inspired by the UK's "shadow cabinet," where opposition members form an alternative government, meet weekly, and prepare to critique the government and present themselves as the best alternative.
